Try getting Nipple Shields, maybe the baby is more used to the texture of the bottle and will accept the breast easier this way. Also, calm yourself and take the baby to breast when its calm, before the big hungry cries. Babies will get fussy if you are too irritated, ex. people in the room while you try to breastfeed.
The best way, is baby emptying the breasts and feeding it on demand, then adding a little formula if needed.
But if that won't work, you need to pump and pump. Try taking prenatal vitamins to help your body be in optimal condition for producing milk, keep yourself well hydrated. Find a breast pump (even better 2, or the breast pump with twin option, when both breasts are emptying at the same time it sends brain a message that you have twins and that a lot of milk production is needed), and pump regularly. Its not about how much you pump in the start, try pumping every 2-3 hours, and once at night, ideally between 1-6am (prolactin- milk producing hormone is the highest then). One power pump a day (pump 15 minutes, rest 10, pump 15 minutes, rest 10, pump the last 15 minutes, best to do this for your night pump). Your milk production will go up, as your body sees milk is needed. Be patient with yourself.
I did this, but it was extremely hard, nerve wrecking, I felt I dont have any time with the baby, and over all emotionally taxing, now he is breastfeeding (he didnt want to breastfeed for a whole month after giving birth, now he is almost 4 months old) and I'm supplementing with formula.
Just so you know, 1 tablespoon of breast milk has millions of electrolytes (white blood cells used to fight disease and infection) and is extremely beneficial. So even if thats all you make in a day, its worth it.
Happy mommy is a happy baby. Chose the option that you feel the most comfortable with, and know that your baby loves you no matter how you feed them. And you are doing a great job as a mom, and You are the best mom for your baby. Never let anyone make you think otherwise.
