Why is my 8-week-old formula-fed baby not drinking more than 3oz?

Why is my nearly 8-week-old baby not consuming more than 3oz of formula, even though the recommended amount for a 2-month-old is 5oz? I have attempted to offer him more, but he consistently finishes only 3oz and not the full 5oz.
