Is it normal for a 2-week-old baby to stare upward and not respond to voices?

My newborn baby is 2 weeks old and she only stares upward, not responding to our voices. She even smiles or cries while looking upward. Is this behavior normal for her age, or could there be a problem?

Whenever she looks up pls try too stop her so she doesn't get used too it, 

My baby once does that but it's okay now.

Pls try too stop her by distracting her because she is getting used too it already.

My baby too looks upwards. He will look upwards even if he is made to sit and not lying down. We think this strains his neck but he seems to be fine. Baby does look at us in response if we talk to him.

It's normal. No need to worry.  My baby also used to do that but now it's all ok.
