Is it normal if my 7-month-old baby can't bear weight on his legs?

My 7-month-old baby can't bear weight on his legs. When I try to stand him up, he puts his legs up and doesn't attempt to stand. However, during playtime on the bed and while feeding, he kicks his legs very well. Is there any cause for concern? Please advise.
