Why does my baby shake his head like vibrating?

Why does my baby shake his head for about 5 seconds when he goes to sleep, and also when he cries a lot? Is this normal behavior or should I be concerned?

The baby is not yet able to balance their own head that's why the head is shaking. Always balance the head at the back
