Why is my 3-month-old baby not following objects?

My baby will be 3 months old in 9 days. He smiles at me and other family members, and enjoys looking around and at the ceiling. However, when I try to move objects in front of him, he doesn't follow my hand. I have tried this several times. Why is he not following objects?

I wouldn't worry. My daughter wasn't following toys with her eyes by her 3 month appointment. She would make eye contact though, but not always. Our pediatrician said she'd probably start doing it any day and she was right.
